What the terms actually say

Section 1.8 — General Provisions

The agreement, including its mandatory documents, can be amended by Habr without any special notification.

Habr reserves the right to change the terms of service at any time without providing any notice to the user.

Section 4.8/4.10 — Intellectual Rights

By accepting the terms and conditions of this Agreement, the User shall provide Habr with a free (non-exclusive) license for using the Content... for the entire duration of the exclusive rights... on the territory of all countries of the world.

You grant Habr a perpetual, worldwide, and sublicensable license to use, modify, and distribute your content for any purpose.

Section 3.3.6 — Restrictions of the Application Usage

In any circumstances, pursuant to Article 15 of the Civil Code of Russia the liability of Habr shall be limited to RUB 20,000 (twenty thousand) and is imposed on it in case of guilt in its actions.

Habr limits its total financial liability to approximately $200 USD, regardless of the harm caused.

Section 3.12 — Restrictions of the Application Usage

Habr may block or delete the User's account... without prior notice.

Habr can terminate your account and delete your data at any time without notice or explanation.

Section 7.4 — Final Provisions

All disputes hereunder or in connection therewith shall be subject to consideration... either by the Commercial court of Moscow city or by Basmanniy District Court of Moscow city.

Legal disputes must be resolved in specific courts in Moscow, Russia, which may be inconvenient or inaccessible for international users.
